1. Introduction
Parrhesia Catholic Ministries [PCM] is committed to promoting a culture of safeguarding that reflects the teachings of the Catholic Church and prioritises the dignity and safety of every individual, especially children, young people, and adults at risk. We recognise our duty to create safe environments where faith can flourish, and individuals are protected from harm or abuse.
2. Scope
This policy applies to:
• The primary speaker
• Any team members, volunteers, or collaborators
• All ministry settings, including but not limited to:
– Schools
– Parishes
– Diocesan events
– Youth and adult retreats
– Conferences and prayer groups
We commit to adhering to the safeguarding policies of host institutions (e.g. schools, dioceses) and cooperating fully with their designated safeguarding officers.
3. Gospel Foundations & Catholic Ethos
Our safeguarding commitment flows from Catholic teaching on the dignity of the human person (cf. Gaudium et Spes, 1965). We draw on the guidance of the Church, including documents such as:
• Safeguarding with Care (Catholic Safeguarding Standards Agency, UK)
• Papal teachings on protection and justice
We aim to model Christ’s compassion and integrity, ensuring our ministry reflects the love, safety, and truth of the Gospel.
4. Definitions
• Child / Young Person: Any person under the age of 18.
• Adult at risk: An adult who may be unable to take care of or protect themselves from harm or exploitation.
• Abuse: Includes physical, emotional, sexual abuse, neglect, spiritual abuse, or exploitation.
• Designated Safeguarding Lead (DSL): The responsible person in an organisation for responding to safeguarding concerns.
5. Code of Conduct
All representatives of Parrhesia Catholic Ministries will:
• Treat all individuals with respect and dignity.
• Maintain appropriate physical, emotional, and spiritual boundaries.
• Avoid one-to-one situations where possible (unless in line with safeguarding protocols).
• Communicate appropriately in all settings, including online and via social media.
• Never engage in behaviour that could be misinterpreted as abusive or inappropriate.
6. Safeguarding Procedures
• Comply with safeguarding policies of each host school, parish, or diocese.
• Ensure all team members (where applicable) undergo necessary checks (e.g. DBS clearance).
• Conduct basic risk assessments for events, particularly where direct work with minors is involved.
• Avoid working unsupervised with children or adults at risk unless authorised and trained.
7. Responding to Concerns or Allegations
• Any suspicion or disclosure of abuse must be reported immediately:
– In schools/parishes: to the institution’s Designated Safeguarding Lead (DSL).
– Internally (if applicable): to the safeguarding contact within Parrhesia Catholic Ministries.
– If a child or adult is in immediate danger, emergency services will be contacted.
• All allegations will be taken seriously, recorded accurately, and referred appropriately, in line with Church and statutory procedures.
8. Training and Review
• The primary speaker and any team members must undergo safeguarding training appropriate to their role.
• This policy will be reviewed annually or after any significant incident or legislative update.
• Ongoing formation in safeguarding best practices is encouraged.
